3.3 Environment

  • ISO 14001 Certification for the La Teja Plant.
  • During 2016, we moved forward with dealings before the Local Government of Montevideo to obtain a Territorial Impact authorization. We moved forward in completing operational improvements in the handling of liquid industrial effluents. Since the building of the new effluent treatment plant was not completed, we have delayed the start of the certification process.
  • We improved the quality of industrial liquid effluents in Energy Business Plants.
  • In the La Teja plant, we completed the pre-awarding process for the completion of the construction of the treatment plant.
  • We advanced in defining operational and infrastructure improvements for the different distribution plants.
  • We provided consulting services and operational support to Terminal del Este for the operations of the effluent treatment plant.
  • Projects to improve Portland Cement Plants.
  • We worked together with the business areas by incorporating the environmental factor into projects and carrying out the process to obtain the corresponding environmental authorizations, as well as performing associated technical studies.
  • We acquired air quality monitoring stations to be installed around the Minas and PaysandĂș Portland cement plants.
  • We managed the environmental aspects of projects for the exploitation of limestone, a raw material for the Portland cement industry.
  • Exploration and Production.
  • We contributed to applications for environmental authorizations and to communication with DINAMA (National Environmental Bureau) in exploration projects both onshore and offshore. We emphasize a strong commitment to the Exploratory Drilling Project in Area 14, in charge of TOTAL.
  • We held a public tender for the execution an oceanographic campaign to generate baseline environmental information in the Exclusive Economic Zone.
  • We maintained the Accreditation of ANCAP's Environmental Lab according to standard ISO 17025.
  • We maintained the Environment Section's certification according to standard UNIT-ISO 9001.
  • Industrial Residue Valuing Project
  • We completed the Executive project for the Residue Blending Plant which comprised detailed, basic, and conceptual engineering. The project comprised a blending plant for hydrocarbon-based residues to obtain an alternative fuel for Portland cement kilns, as well as the necessary facilities in both Portland cement plants (Minas and PaysandĂș) which would allow for the injection of said fuel.

Industrial Safety

  • Consulting services on the Process Risk Management System (SARP) by SSE SRL (Argentina), having satisfactorily fulfilled every stage into which the project was divided:

    Survey and diagnosis, gap analysis and recommendation for the fulfillment of requirements of the selected regulations. Development of missing documents. Presentation to other Managements.

  • Implementation plan, drafting of the SARP guide, training program, definition of performance indicators.
  • Follow up of the implementation, development of the chosen indicators, auditing program.
  • 41 staff members from Refining, Maintenance and Engineering, Industrial Safety and Supply participated in the training program regarding Process Safety. A total 65 hours of training were taught.
  • We worked with FANCAP and the Ministry of Labor and Social Security and launched workshops to inform the staff about the current legal framework.
  • We carried out induction activities for staff belonging to hired companies and Supervision and Prevention Technicians.
  • We implemented an auditing system for work permits and started implementing an Electronic Newsletter
  • We studied and implemented improvements in different modules of the SEG system and moved forward in the development of a new module of Hired Companies in said system.
  • We carried out fire safety inspections and audits in refinery and in Logistics plants.
  • ANCAP developed network hydraulic behavior simulations and radiation effect simulations.
  • We developed new preplanning emergency actions and drills in the different plants.
  • We carried out 262 assessments of exposure to hydrocarbon vapors.
  • We updated the noise and lighting map for the La Teja Plant.
  • We measured chemical pollutants in the different plants.

Statistical indexes

In 2015, 69 accidents were recorded which resulted in injuries to ANCAP's staff in the various ANCAP facilities; these caused the loss of 3,173 days, on a total of 5,442,610 worked hours.

Quality Management

  • Advice and operative activities to support the maintenance and certification of the quality management system according to ISO 9001 standard in the area of Sales to Signatures and State of the Commercialization Management, Treasury of the Economic-Financial Management and Lubricants.
  • Advice for the implementation of a quality management system according to ISO 9001 standard in the area of Accounting for the Economic-Financial Management and the area of Procedure and Operation Control of the Control Management.
  • Estimate and analysis of performance indicators of the occupational health management of ARPEL - OGP -IPIECA at Refinery.
  • Supply of internal training in process-based management and quality management systems.
  • Formulation and implementation of the process-based management program in the Shared Services Management (ongoing).
  • Making, reviewing and updating of procedures and norms together with the involved areas.
  • Consulting services to operational areas and activities in subjects related to quality management.
  • Carrying out of internal audits according to ISO 17025 standard at ANCAP's laboratories with credited tests.
  • Regulatory, procedural and form management.
